What is a social enterprise?

This quote is taken from a HRSD (Canadian government department) request for a grant proposal.  Social enterprises form the basis of the further development of the SSCOPE Inc. non profit organization.

“A Social Enterprise is a business that may take the form of a not-for-profit, for-profit or co-op, and is governed by a charity or a not-for-profit group. It is directly involved in the production and/or selling of goods and services in the marketplace. Its mandate is to generate revenues and to improve social conditions for its members or its community by redirecting its surplus to these objectives.”
